According to John Rawls, the methods and conclusions of science—when these are non-controversial—constitute public reasons. However, several objections have been raised against this view. This paper focuses on two objections. On the one hand, the associational objection states that scientific reasons are the reasons of the scientific community, and thus paradigmatically non-public in the Rawlsian sense. On the other hand, the controversiality objection states that the non-controversiality requirement rules out their public character when scientific postulates are resisted by a significant (...) portion of the citizenry. The paper replies that both objections miss their mark. To the associational objection, it replies that the relevant test for a reason to be public is whether the reasons have been construed under the rules and constrains of a public frame of thought. Insofar as scientific methods and conclusions correspond to the principles of reasoning and rules of evidence that liberals understand as public, their associational origin is secondary. To the controversiality objection, it replies that the standard for a scientific argument to be regarded as non-controversial should refer to its degree of intra-scientific consensus, since ordinary citizens accept or reject scientific pronouncements conditioned to their particular comprehensive views. Nonetheless, a wide extra-scientific agreement on the epistemic virtues of the scientific method will be needed. The paper concludes that there is a good case to think about scientific reasons as public to the extent that scientific reasoning is a mode of inquiry that mirrors a central aspiration of Rawlsian political liberalism: having a public way of thought and an impersonal standpoint to adjudicate between competing claims. El propósito de la investigación que hemos realizado es poner de relieve la figura de Cecilia G. de Guilarte, escritora y periodista. Comenzó siendo una militante anarquista de la CNT y única mujer corresponsal de guerra en el Frente Norte republicano durante la Guerra Civil española, defendiendo sus ideas políticas y trabajando, también, como articulista en revistas de Cataluña. Con la pérdida de la guerra y su salida de España, su evolución ideológica y cambio político hacia ideas republicanas quedó reflejado (...) en el carácter de su producción literaria durante los años de exilio en México. Fue destacada su labor profesional como corresponsal en un ambiente propio de los hombres durante unos años difíciles y mantuvo su actividad creativa durante toda su vida, representando una nueva imagen de mujer luchadora y defen-sora de unos ideales avanzados para la época. Como consecuencia de los cambios producidos en su trayectoria vital y profesional, la escritora logrará apartarse de un estilo con tintes políticos y emergerá la figura de una autora literaria plena. Este neorrepublicanismo pretende hacer frente a la profunda crisis de la democracia liberal (corrupción, insolidaridad, apatía ciudadana, etc.), en nuestra época de predominio neoliberal. This paper tries to contribute to the elucidation of some intellectual conundrums and policy questions regarding scientific knowledge (SK). As for modelling , I have shown that the Solow model is independent of human agency, has rich and precise policy implications and captures some features of S(SK). As for policy I have obtained three results. First, the optimal path of scientific production can be reached through an attainable public intervention. Second, whether this public intervention ought to be implemented depends in (...) part on the relevant period of adjustment , a rather unconventional notion. Third, the analysis of this relevant period of adjustment may help to understand the development of science. Finally and in relation to epistemology I have been able to suggest that visual representation can be very misleading and that the proliferation I have uncovered forces a reconsideration of the desideratum of science. This article includes a study about the preface of Moreh ha-Moreh, a philosophical commentary on Guide for the Perplexed written by Sem Tob ibn Falaquera at the end of XIIIth century. In this introduction Sem Tob ibn Falaquera defends Maimonides and his works. In addition, he exposes his opinion about different subjects, like the nature, the determining factors and limits of philosophical labour or the harmony between reason and faith.

Inside the interdisciplinary field of Jurilinguistics, the main research has been carried out on state languages like English, French, German or Spanish. However, there is a new reality in today´s world, namely the existence of minority languages that have arisen to an official status as sub-state languages for the law and a limited range of branches of the law to be the own way to express themselves. The jurilinguistical point of view of this new reality requires a new approach to (...) it, mainly focused on both a general framework and the situation of each language. This is the reason for a first attempt to formulate a jurilinguistical general framework and a methodological approach to this new field in combination with the study of a particular case language, the Basque language, in order to describe its characters as a sub-state tool for expressing the Basque law and bijuralism, in accordance with its status as an official language in the Basque Autonomous Community and Navarrese Community, both in the Kingdom of Spain. Este trabajo exhibe tres niveles de lectura. En el primero se pretende elaborar algunas ideas relativas a la fragilidad de aquellas instituciones en las que interviene algún agente que, al estar relacionado con el Estado, no puede comprometerse irrevocablemente. Se arguye que esas instituciones son, en general, inestables a no ser que estén enraizadas en convenciones sociales que se expresen en un lenguaje inequívoco. En un segundo nivel estas ideas se aplican al estudio de un Banco Central Independiente cuya problemática (...) es, a su vez, el hilo conductor del trabajo. A lo largo de la exposición se plantean ciertos interrogantes que configuran un tercer nivel de lectura en el que se pretende acotar algunos problemas, comunes a filósofos, economistas y otros científicos sociales, tales como la racionalidad, la relevancia social de la falibilidad del conocimiento, la posibilidad de la acción comunicativa, o el contraste entre universalidad y diversidad. The starting point of the paper is the explicit recognition that the prevalent methodology among economists -namely popperian falsacionism- does not reconstruct as rational the central part of the work of the majority of them. The main thrust of the paper is doublefold. First, a new methodology -abstracted from the analysis of the core of Economic Theory- is proposed which enlarges the scope of rationality in Economics. Second, this new methodology -dubbed the Fix Point Methodology- is posited as a general (...) scientific one. El siguiente artículo propone una presentación del Hip Hop en Chile, comprendido como un movimiento plural que puede ser pensado en términos de tácticas y estrategias de resistencia. Para ello se comienza por una caracterización general de esta práctica considerando sus diversos componentes -música, danza y grafiti- seguida de una descripción de sus orígenes históricos y de su contexto social de emergencia asociado a la segregación y a la estigmatización urbanas. Luego, a partir de la revisión de diversas investigaciones provenientes (...) de la historia y de la sociología se aborda su desarrollo en nuestro país, lo que permite indagar sus singularidades y su poder de contestación en nuestra historia reciente. Posteriormente se trata la cuestión del como un arte popular teniendo en cuenta diversas dimensiones en las que se expresa la capacidad creativa de sus autores y de su comunidad de públicos. Por último se aborda el potencial político del Hip Hop explorando sus posibilidades para ser comprendido como un arte de resistencia que opera tácticamente. (shrink)

On September 27, 2016 people across the world looked down at their buzzing phones to see the AP Alert: “Baby born with DNA from 3 people, first from new technique.” It was an announcement met with confusion by many, but one that polarized the scientific community almost instantly. Some celebrated the birth as an advancement that could help women with a family history of mitochondrial diseases prevent the transmission of the disease to future generations; others held it unethical, citing medical (...) tourism and consequences for the future of the therapy. The child in question was actually born a few months earlier on April 6, 2016, but the research was published a few months later in the October edition of Fertility and Sterility. The mother carries DNA that could have given the baby Leigh Syndrome, a severe neurological disorder characterized by psychomotor regression that typically results in death between ages two and three.[1] Also known as subacute necrotizing encephalomyelopathy, Leigh Syndrome is caused by genetic mutations in mitochondrial DNA, which causes defective oxidative phosphorylation. Because people with this condition cannot re-form ATP, “demyleniation, gliosis, necrosis, spongiosis, or capillary proliferation”[2] can occur, thereby producing bilateral lesions across the central nervous system. The 36-year-old mother previously had four miscarriages and successfully birthed two children, both of whom survived less than six years due to the syndrome. For religious reasons, the mother opted for Spindle Nuclear Transfer instead of Pronuclear Transfer,[3] which many religious organizations oppose because it entails the destruction of fertilized eggs.[4] In Pronuclear Transfer, both the parent and donor egg are fertilized. The parent’s nuclear material is then removed from the egg containing mutated mitochondria and inserted into the fertilized donor egg—from which the original nuclear material has been removed and destroyed. Spindle Nuclear Transfer, on the other hand, removes the mother’s nuclear material from the egg with unhealthy mitochondria, then implants it into a donor’s egg. The newly created egg is then fertilized with the father’s sperm. This Spindle Nuclear Transfer was performed in Mexico by a team of doctors led by Dr. John Zhang, the founder of the New Hope Fertility Center in New York City. In their report, the doctors outline that five oocytes were successfully reconstituted, four of which developed into blastocysts. Only one was euploid: containing 46 XY chromosomes. Researchers then biopsied that blastocyst and found that the transmission rate of maternal mtDNA was, “5.10 ± 1.11% and the heteroplasmy level for 8993T>G was 5.73%.”[5] This indicates that at the blastocyst stage, around five percent of the mitochondria are from the original maternal egg with the mutation for Leigh Syndrome. After birth, they biopsied different tissues and found that they had an average of less than 1.60 ± 0.92% of transmitted mtDNA from the original maternal egg. The baby is reportedly doing well and the team of doctors concluded that “[h]uman oocytes reconstituted by SNT are capable of producing a healthy live birth. SNT may provide a novel treatment option in minimizing pathogenic mtDNA transmission from mothers to their babies."[6] Even when considered theoretically, Spindle Nuclear Transfer is controversial. Many doctors believe that the risks at this stage of research are too great. Dr. Trevor Stammers, a bioethicist at St. Mary’s University in London, points out: “We do not yet have a clear picture of the interaction between nuclear DNA and mitochondria.”[7] Others hold that faulty mitochondrial DNA can still be transferred during the procedure. Still more argue this technology could create problems because of germline modification.[8] Dr. Paul Knoepfler, a cell biologist at the UC Davis School of Medicine, explains: “Since this is uncharted territory and the children born from this technology would have heritable genetic changes, there are also significant unknown risks to future generations.”[9] However, proponents counter these arguments. They say the benefits outweigh the risks, as “mitochondrial replacement techniques [like Spindle Nuclear Transfer] would eliminate maternal transmission of mitochondrial disease… allowing a woman with a family history of mitochondrial diseases to ensure her children would not be affected.”[10] Additionally, experts say that no symptoms will occur if less than 20% of the transferred mitochondrial DNA is faulty.[11] And while opponents see potential germline modification as a problem, advocates answer that this could stop a family history of mitochondrial disease, which they deem a more serious concern. In this case specifically, however, there are more issues at hand. While the team of doctors did eliminate the possibility of germline modification by selecting a male embryo, there are other ethical concerns. Some argue that this case could be described as “medical tourism.” While New Hope Medical Clinic does maintain a branch in Mexico, Dr. Zhang stated that Mexico has “no rules.”[12] It is a country with underdeveloped regulations, making it difficult to confirm that doctors adhere to widely-held medical and ethical standards. Furthermore, while it is highly unlikely that the child will develop Leigh’s Syndrome, Dr. Dietrich Egli of the New York Stem Cell Foundation says the 5% mitochondrial transfer rate indicates that the technique “was not carried out well.”[13] He points to studies of embryos where the rate of mtDNA transfer was almost ten times lower. Spindle Nuclear Transfer is currently legal in the UK,[14] and many are hoping to see it legalized in the US, although Congress currently prohibits the FDA from considering applications that would entail trials in people.[15] While Dr. Zhang’s work is arguably revolutionary, many wonder if the manner in which this study was performed—in Mexico and with a high mitochondrial transfer rate—will impact the technology’s future in the US. Last week, Dr. Zhang presented the report to scientists gathered in Salt Lake City, saying that while science isn’t a race, it is “in a sense, a race for the family to find a cure, to find hope.”[16] Only time will tell if this study set back other families racing and hoping for a cure. Par quel sursaut un Aristoclès se fait-il Platon, jusqu'à s'imposer dans la liste des " auteurs philo " Il faut enquêter, non pas sur la vie privée, mais sur la vie intime : rumination intellectuelle, ton sur lequel on parle, motivations amoureuses... Ce qui fait un philosophe, c'est un immense travail sur soi, et la rencontre d'autres philosophes, vivants, de leurs problématiques. Mémoire sémantique + obsession métaphysique, voilà le code génétique du philosophe. Il débute par un attentat (...) religieux, puisqu'il commence sa carrière en niant tel ou tel sacré. Bien sûr, il vaut mieux être mâle, communiquer par les livres adopter la langue dominante, écrire quand on est célibataire. Comment gagner sa vie? Pas forcément en étant enseignant, comme c'est le cas aujourd'hui. Le profil du philosophe nous le révèle orphelin, vivant à l'étranger, souvent laid, jamais fou, et serial thinker, prêt à changer de philosophie pourvu qu'il reste, lui, à menacer le monde donnera ou donnera pas du sens à notre vie? Le philosophe est l'être inquiet qui pense inquiéter l'Être par deux trois mots bien aiguisés. (shrink)

While there are numerous doubts, controversies and lack of consensus on alternative definitions of human death, it is argued that it is more ethical to allow people to choose either cessation of cardio-respiratory function or loss of entire brain function as the definition of death based on their own views. This paper presents the law of organ transplantation in Japan, which allows people to decide whether brain death can be used to determine their death in agreement with their family. Arguably, (...) Japan could become a unique example of individual choice in the definition of death if the law is revised to allow individuals choose definition of death independently of their family. It suggests that such an approach is one of the reasonable policy options a country can adopt for legislation on issues related to the definition of death. (shrink)

How (Not) to Be Secular is what Jamie Smith calls "your hitchhiker's guide to the present" -- it is both a reading guide to Charles Taylor's monumental work A Secular Age and philosophical guidance on how we might learn to live in our times. Taylor's landmark book A Secular Age (2007) provides a monumental, incisive analysis of what it means to live in the post-Christian present -- a pluralist world of competing beliefs and growing unbelief. Jamie Smith's book is a (...) compact field guide to Taylor's insightful study of the secular, making that very significant but daunting work accessible to a wide array of readers. Even more, though, Smith's How (Not) to Be Secular is a practical philosophical guidebook, a kind of how-to manual on how to live in our secular age. It ultimately offers us an adventure in self-understanding and maps out a way to get our bearings in today's secular culture, no matter who "we" are -- whether believers or skeptics, devout or doubting, self-assured or puzzled and confused.
